Cynthia Leon
Regional Government Relations Manager
Cynthia Leon is the government relations western regional manager for International Paper, with responsibilities for related activities in Washington, Oregon, California, Arizona, Utah and Colorado.
Prior to joining International Paper, Leon served as the policy director of workers’ compensation, labor and employment issues for the California Manufacturers & Technology Association (CMTA). As CMTA’s lobbyist, Leon has been a leading voice on issues such as workers’ comp reform, workforce development, labor law, unemployment insurance solvency and workplace safety. As one of the primary advocates for employers in California, she has worked to find the balance between business sustainability and government regulations.
Previously, Leon was chief of staff to assembly member Nicole Parra, supervising the day to day operations of the capitol office and two district offices including scheduling, press, constituent outreach programs and policy agendas. During her time with assembly member Parra, Leon also served as her legislative director and counseled her on matters of health care, insurance, education, public safety, and social services. Leon also served as principle advisor to Parra in revitalizing the goals of the moderate Democrats. In this capacity, she fostered relationships between the business community and the new members of the assembly. Before joining assembly member Parra’s office, Leon was personal assistant to Gov. Gray Davis providing support to the governor.
